3 Best Dialers for Recruitment Agencies in 2026

TL;DR

  • Aircall Professional is the strongest choice here for a Bullhorn agency combining candidate campaigns with shared inbound calls. Its current v4 integration offers explicit duplicate handling and candidate/client context. Base price: $50/licence/month annually, minimum three.
  • JustCall Pro is the lower published power-dialing purchase for two or more recruiters: $49/user/month annually or $69 monthly. Bullhorn candidate-list imports and call/SMS Notes are useful, but shared phone numbers can cause notes to attach to multiple records.
  • CloudTalk Essential plus Power Dialer starts at a $44/user/month annual allocation, minimum one. It fits phone-first Bullhorn work; the current integration help guide says SMS is not logged to Bullhorn.
  • Buy for correct identity and return-call ownership, not attempts alone. A candidate who is also a client contact can share one phone number and still need two distinct ATS histories.

What a recruitment dialer must preserve

Recruitment calling combines very different conversations: candidate availability, a detailed screening call, client job intake, an offer discussion and a quick interview reminder. A tool that makes the next call faster is useful, but an agency also needs the right person, recruiter and follow-up visible in its ATS.

This shortlist uses Bullhorn as the concrete integration example, because all three have documented candidate/client workflows. It is not a claim that their Bullhorn behaviour applies identically to JobAdder, Vincere, Recruit CRM or another ATS. An agency on another system should start from its existing connector rather than buying this ranking as a universal ATS compatibility list.

The recommendations are for human recruiters. Power dialing can fit a prepared candidate-availability list; a sensitive screening conversation or client negotiation deserves time to read the record and finish the note. Parallel dialing is not a prerequisite for effective recruitment work.

Shortlist and qualifying cost

Prices are US-dollar bases checked on 30 September 2026. Annual figures allocate the annual commitment over twelve months. Extra numbers, destination charges, messages, optional AI and the ATS subscription can sit outside the base.

Product Relevant purchase ATS contribution Main limitation for this buyer
Aircall Professional $50/licence/month annually, three minimum; Essentials $30 for manual phone work Bullhorn v4 notes, candidate/contact context, SMS logging and duplicate choices Duplicate policy must fit your records; contact sync is one-way, not unrestricted ATS editing
JustCall Pro $49 annual/$69 monthly, two minimum; power dialing qualifies Candidate-list campaign import, calls and SMS logged as Notes Notes can associate with all matching records; ordinary phone and Sales Dialer numbers are separate
CloudTalk Essential $29 annual/$39 monthly; Power Dialer add-on $15/user/month annually Bullhorn Candidate, Contact and Lead calling, activity and recording link Current help guide says calls only, without SMS logging; salary, placement and recruiter ownership do not become dialer fields automatically

The power-dialing bases are therefore $150 for one to three Aircall licences, $98 for one or two JustCall Pro licences, and $44 for one CloudTalk Essential-plus-Power licence. These seat floors matter for a small agency. A manual-calling Aircall purchase is a different comparison from Professional's campaign features. The three choices

1. Aircall: best for shared phones and explicit duplicate handling

Aircall is a sensible agency-wide phone choice when calls arrive through shared numbers and recruiters need the ATS context before answering. Bullhorn v4 displays candidate/contact details and links to the record, logs calls as Notes, and supports SMS logging. The detailed v4 documentation describes one-way contact sync into Aircall, despite broader marketplace wording about two-way synchronisation. ATS edits should remain in Bullhorn. Bullhorn v4 features.

The AOS-developed v4 integration is available without a separate connector charge beyond existing Aircall and Bullhorn subscriptions. Its settings can log to the most recently created matching record or do nothing when duplicates are detected. Recording links can be included or omitted, and short-call logging can be filtered. Bullhorn v4 setup.

Professional is the qualifying power-dialing tier at $50/licence/month annually. Essentials at $30 can suit a phone-first recruiter who calls manually, but does not provide the same campaign purchase. One number is included; extras cost $6/month. Aircall plans.

Choose Aircall when candidate/client callbacks, shared routing and a manageable ATS history matter more than the absolute lowest seat cost. Its three-seat floor is inefficient for a solo recruiter, and a “newest matching record” policy can still be the wrong business choice when a candidate recently became a client contact. Use the duplicate setting deliberately rather than treating it as automatic identity resolution.

2. JustCall: best for candidate campaigns at a lower published base

JustCall's Bullhorn integration imports candidate lists into Sales Dialer campaigns and logs calls, messages, outcomes and recording information as Notes. It searches Candidates before Contacts; supported phone fields and record matching determine where the activity goes. The important boundary is that a note can associate with all candidate/contact records sharing the number. That is useful visibility for some agencies and unwelcome history mixing for others. Bullhorn integration capabilities.

Pro qualifies for power dialing at $49/user/month annually or $69 monthly, minimum two licences. Do not attribute predictive and dynamic modes to that price merely because the Bullhorn marketing page describes them. The recommendation here is for Pro-qualified power calling. Sales Dialer eligibility.

The number assignment also affects recruitment work. A number cannot serve ordinary JustCall and Sales Dialer simultaneously. Give candidate campaigns and normal shared calls clear callback owners, especially when a recruiter is busy in a session. Separate number systems.

Choose JustCall for two or more recruiters making recurring candidate campaigns and using text follow-up. It has a strong published price-to-workflow case here. It is less suitable when duplicated phone numbers are common and the agency expects every communication to be confined automatically to one candidate or client history.

3. CloudTalk: best for a small phone-first agency

CloudTalk's Essential tier supports Bullhorn; combine its $29 annual base with the $15 annual Power Dialer add-on for $44/user/month, with a one-user starting point. That makes it attractive for an agency needing list calling without an unused-seat floor. Bullhorn qualifying tier, current USD plans, Power Dialer pricing.

The current Bullhorn guide documents Candidate, Contact and Lead calling, one-way contact import, call activity and a recording link. It also states that SMS is not logged in Bullhorn. The detailed implementation guide is the stronger basis than the marketing page's broader SMS claim. Candidate salary, placement information and recruiter ownership are not automatically mapped into the dialer. Keep that hiring context in the ATS. Using CloudTalk with Bullhorn.

Setup requires matching CloudTalk and Bullhorn email addresses and an authorised admin connection. This matters when the agency uses aliases or a different login for the phone system: make the user identities consistent so activity can be associated properly. Bullhorn configuration.

Choose CloudTalk for a solo or small phone-first agency that values a lower starting floor and call history. It is a weaker choice when SMS history is a central part of candidate management. It is also not a substitute for the ATS's placements, pay rates or recruiter assignment.

Candidate and client identity

Consider Maya, who is an active candidate and also a hiring-manager contact at another company. Both records contain the same mobile number. A return call might relate to her own offer or to a role she wants filled.

With Aircall, the duplicate setting gives the agency an explicit choice: newest matching record or no logging. Neither knows Maya's intent from her number alone. With JustCall, notes can appear against multiple matching records. With CloudTalk, the contact and activity workflow is useful, but its documented phone matching should not be interpreted as guaranteed intent-aware selection between duplicates.

The practical response is to keep the conversation's purpose in the recruiter note and assign a clear next action in the ATS. A shared number is a matching clue, not a unique identity. Client switchboards create the same problem across several hiring managers.

For an agency with clean unique mobile numbers, these differences may be minor. For executive search, repeat placements or client contacts who also enter the candidate pool, they can outweigh a modest subscription difference. The strongest dialer is the one that keeps useful context attached to the conversation your recruiter actually had.

Recording controls that matter

An agency needs a recording policy suited to candidate and client conversations, with access and retention owned by someone. Product controls help carry out that policy; a recording button does not decide it.

Product Documented control Practical use
Aircall Admin configures recording by number and can allow agent start/pause control; Bullhorn recording-link logging is optional Different defaults for shared intake and recruiter calls; omit an ATS link where the workflow does not need it
JustCall Recording enabled by default per number; configurable per number; ordinary Call Log links can require authentication Review defaults before adding candidate calls; do not assume the secure-link setting covers Sales Dialer
CloudTalk Admin grants agent-initiated stop/start controls across supported calling apps Let recruiters pause sensitive segments while preserving the rest of a useful call

Aircall's number-level controls can distinguish incoming and outgoing recording. CloudTalk's stopped segments are omitted from the resulting audio. JustCall's Secure Recording Links setting currently excludes Sales Dialer links; that distinction matters if campaigns write recording information into candidate histories. Aircall recording controls, CloudTalk start/stop, JustCall defaults, JustCall link scope.

Give each recording a purpose: useful evidence of a screening conversation, coaching, or accurate follow-up. Avoid treating permanent audio and AI analysis of every call as a hiring requirement. Keep the next-step note understandable even when the recruiter does not open the recording. JustCall provides deletion tools for call recordings, but deleting provider audio should not be assumed to remove every ATS note or copied summary. Data control tools.

A four-recruiter budget

Assume four recruiters each make 40 attempts on 20 working days: 3,200 monthly attempts. At an illustrative 25% conversation rate, that is 800 conversations. Suppose these comprise 400 candidate screens of eight minutes, 160 client calls of twelve minutes and 240 brief calls of three minutes: 5,840 conversation minutes.

Power-dialing purchase Monthly annual-billing allocation Annual base licence/add-on commitment
Aircall Professional, four licences $200 $2,400
JustCall Pro, four licences $196 $2,352
CloudTalk Essential plus Power Dialer, four licences $176 $2,112

If the Aircall design uses one number per recruiter, its included number plus three extra numbers adds $18/month, making that component $218. The other products' extra-number and usage bills are not assumed identical. Calling regions, SMS, AI, taxes, ATS licences and setup are outside these base comparisons.

Now price the administrative work. At 1.5 minutes of manual note handling per conversation, 800 conversations consume 1,200 minutes, or 20 hours. At $45/hour of recruiter capacity, that is $900. Suppose activity logging removes one minute, but checking and completing the ATS note adds thirty seconds back. Net saving: 400 minutes, 6.67 hours, or $300/month. These are editorial assumptions, not measured vendor results.

That workflow saving is larger than the $42 difference between the illustrated Aircall component and CloudTalk's base. At $45/hour, $42 buys just 56 minutes of recruiter capacity. Twenty misfiled notes taking five minutes each to correct consume 100 minutes, worth $75, enough to erase that licence difference.

This does not establish Aircall as universally more accurate. It explains why an agency should prefer the matching behaviour that fits its database, even if its seat price is slightly higher. Likewise, CloudTalk's lower starting floor can be valuable to a solo recruiter, while JustCall's SMS Notes can matter more than a $20 four-seat difference.

With $600 of one-time migration effort allocated over twelve months, add $50/month to the chosen configuration. Under the assumed $300 monthly capacity saving, the illustrated components become $268 for Aircall, $246 for JustCall and $226 for CloudTalk before other exclusions. The remaining value is respectively $32, $54 and $74. Small changes in note review or calling charges can reverse those margins; the economics favour a workflow the agency will actually use.

Capacity value is not an automatic payroll reduction. For recruitment, the useful outcome may be more complete screens, faster client follow-up or fewer dropped return calls. This example does not invent an additional placement or recruitment fee to make the purchase look attractive.

Which agency should buy which

For a Bullhorn agency with shared inbound numbers and a deliberate duplicate policy, choose Aircall Professional when power dialing is needed, or Essentials for a manual phone workflow. It gives recruiters useful context and lets the agency choose how ambiguous records are handled.

For two or more recruiters running candidate campaigns with SMS follow-up, choose JustCall Pro. Its lower published base and candidate-list import make a practical combination, provided multi-record Notes and campaign numbers suit the agency's database and recording policy.

For a solo or small phone-first Bullhorn agency, choose CloudTalk Essential plus Power Dialer. Its one-user starting point is useful, and its documented call workflow is clear. Choose a different fit if complete SMS history in Bullhorn is essential.

Use the signal-based outbound playbook to keep the calling list relevant. In recruitment, a smaller list with current availability, a clear role and a well-owned next step can be more valuable than increasing attempts against an old candidate database.

FAQ

Is this a universal ranking for every ATS?

No. It uses documented Bullhorn workflows. Different ATS connectors can change the qualifying plan, record matching and activity format.

Which is the cheapest starting point for one power-dialing recruiter?

CloudTalk Essential plus Power Dialer at a $44 monthly allocation on annual billing, before usage and other extras. JustCall has a two-licence floor; Aircall has three.

Will every call attach to the correct candidate automatically?

Phone matching works best with distinct, current numbers. Shared mobiles, switchboards and duplicate candidate/client records create ambiguity. The three products handle that ambiguity differently.

Does CloudTalk log Bullhorn SMS?

Its current detailed help guide says the integration logs calls only. This recommendation therefore treats it as a phone-first choice.

Should an agency buy AI analysis for every call?

Only when it has a useful role in notes or coaching. Correct identity, callback ownership and complete next steps are more fundamental than analysing every recorded conversation.
